Actually, authority is intentionally not centralized in the Adventist Church. Final authority for different areas of ministry are left to the local church, conference, and Union. The GC offers guidance and doctrinal study (i.e. 28 Fundamentals). That’s right From GC Working Policy B 05.

The Church in GC Session could of course change that governance structure to give the General Conference final authority over everything and the GC president final say in all things, but so far they have not chosen to do that (maybe something will be on the 2020 agenda).
